City of Houston
North Belt Police Station

Owner: City of Houston
Architect: Perkins&Will

Planned as the City of Houston’s first state-of-the-art police station, the North Belt Police Station establishes a model for future Houston Police Department (HPD) stations and renovations, with spaces designed around the evolving needs of law enforcement personnel and the communities they serve. The project also established the City’s first co-located public safety complex, bringing the HPD North Belt Division and Houston Fire Department (HFD) Station 84 together on a shared site.

Constructed by SpawGlass-Houston in partnership with Perkins&Will, the 29,000-square-foot, two-level facility is now home to HPD’s North Belt Division. The development also includes a fleet maintenance building and public and secured parking areas. Located in North Houston’s Greenspoint area, the facility provides a permanent home for a division that had operated from leased office space since its creation in 2018.

The station was designed to support both operational needs and public interaction. Interior spaces include training and meeting rooms, areas for investigative and administrative functions, and dedicated amenities for department personnel. A central atrium and expansive glass walls create a bright, open environment, while architectural features and department branding establish a strong identity for the North Belt Division.

The SpawGlass team proved to be a valued partner, delivering a complex project in a timely manner. The work was expertly managed by a true ‘dream team’ consisting of the Project Manager, Assistant Project Manager and Superintendent, who collaborated closely, remained proactive, offered thoughtful construction solutions and demonstrated exceptional flexibility in responding to the City’s evolving requests.

Some of the project’s most significant challenges centered on the infrastructure required to support a Category 4 public safety facility, a classification reserved for essential buildings expected to remain operational during severe weather and emergency situations. One key component was a large retention pond designed to meet elevated flood protection requirements. Traditional excavation methods for constructing the pond were not feasible within the available jobsite footprint, requiring the team to dig vertically rather than slope the sides of the excavation outward. To achieve this approach, the team installed a temporary retaining wall using a pneumatically applied concrete system known as shock-crete to stabilize exposed soils and maintain the integrity of the excavation during construction.

The project’s schedule and activities revolved around active operations occurring on and adjacent to the site. With HFD Station 84 remaining in service throughout construction and an established commercial complex bordering the property, the team worked closely with the City to ensure the work would not disrupt emergency responders, neighboring businesses or public access.

The purpose of the North Belt Police Station can be found in the work that takes place there each day: supporting the safety, well-being and quality of life of the North Houston community. The facility provides the North Belt Division with a permanent home designed to support its mission while creating space for engagement between officers and residents. By helping bring this vision to life, SpawGlass contributed to a lasting public safety investment that supports stronger connections between first responders and the residents who depend on them, helping build flourishing communities for years to come.
